The 1st Teppodoka Marines are as ready as they can be for the voyage. They've been trained in battle tactics and how to use their new Inogana, developed by Heichi Isao. The only issue is that Seppun Hiraga has been invited to teach at the Naval college and to take up his duties as a higher level commander, training further marine units. He wasn’t exactly thrilled about the prospect but the college represents a chance to inspire others to view the progress of warfare in the same light he does.

This means that the 1st Teppodoka marines will have to fall under the command of an executive officer for their first mission on the voyage. And Hiraga wants to ensure that the selection made is correct. Someone that will easily be able to understand the tactics, training and construction of the unit he has built. His battle theory has to be able to be grasped by the new commander and he is demanding when it comes to this. Hiraga's views on magic are that it should only happen in a temple, and he avoids temples, thus they are forbidden by him in this test. Spellcasting will cause instant disqualification, which is stated clearly before the candidates participate... several times.

Magic: Hiraga is not fond of magic, on top of legal and military considerations. You may attempt to cast stealthily with Agility/Stealth (Spellcasting) against TN 30. Each attempt to do so counts as a Major Breach of Etiquette. If the candidate is caught casting they are disqualified, gain 1 Rank of Infamy and cannot take part in events leading to the selection of captains. Spells must last at least one hour to provide a bonus.

Back to Basics
The first thing that needs to be understood is that at it’s core this is a unit built around firearms. This means that even if the commander is not a shooter themselves, they need to be able to understand the equipment and supply needs of the unit.

  • The candidates must make a Firearms / Intelligence roll or a Intelligence/Lore: Nature (Fire) against TN 20. Success gives 1 Command point plus one Command point for every 2 raises. A failed roll, regardless of raises, gives -2 Command points.

Keep it Cool
Firearms are still a young concept in Rokugan. In particular, the idea of using them as part of a unit simultaneously. The clouds of smoke and the deafening roar can be frightening to anyone that has not been around it for a while. Even Hiraga has had a difficult time becoming accustomed to it. As such, he wants to make sure that all are capable of withstanding the terrifying, thundering sound of the number of Inogana. Coming through this step with exceptional courage and confidence can help the candidate perform easier.

  • The candidates must make a Fear 2 roll. Success gives 1 Command point. Raises may be called on this Fear roll as opposed to normal Fear rolls. Every 2 raises give the candidate 1 Free Raise that can be used sometime during the rest of the event. Failure has the normal effect regardless of Raises, causing the candidate to suffer Fear 2 penalties for the rest of the event.

Dead Men Give No Orders
Another important component of any effective commander is giving orders. One cannot do so if they are dead. The commander must show some means of keeping themselves alive so as to not leave the unit leaderless. They will be tested by hazards and opponents to prove their ability to avoid injury, though the danger is blunted and any actual injury is minor and will only be painful for a while, not causing any wounds.

  • The candidate must make a Reflexes/Defense or Reflexes/Athletics roll against TN 20. Success gives 1 Command point plus 1 Command point for every 2 raises. A failed roll gives -1 Command point. Each failed Raise causes +1 TN penalty for the rest of the event (this can be reduced by any effect that reduces TN penalties from Wounds).

Master & Commander
The most important part of the test to Seppun Hiraga is being able to understand the tactics that he has constructed for this brand new type of unit. This is the crux of everything, because if you can’t handle this then you are no true commander. However, this is during an actual simulated mock battle overseen by Hiraga who commands the opposition. The unit will be disembarking a ship and landing on the shore, so knowledge of sailing is advantageous in this mock battle.

  • The candidates must make a Perception/Battle (Mass Battle) roll against TN 25, adding ranks in Sailing to the total. Gain a Free Raise on this roll for each of these Advantages they have: Tactician and Leadership. Success gives 1 Command point plus 1 Command point for every Raise. For every 10 points by which you go over your final calculated TN after called Raises you get 1 more Command point. This roll counts as Contested, and against an Imperial.
  • If the candidate fails this roll then they may make one more attempt, increasing the TN by 5 plus 1 per failed Raise, to represent a come-from-behind victory. If the second roll fails then they fail the event and will not be chosen.

Soul of the Teppodoka
Of course, Hiraga does not only wish to select someone who goes through the motions well. He wants someone that will take command because it is a passion. During the exit interview, you will have the opportunity to sway his opinion in your favor. As a Seppun-trained bushi making this decision, he considers it his duty to select someone who is dutiful themselves, thus selfishness or nefarious reasons for seeking command arouse his suspicion. He also seems to be uncomfortable and displeased with any monks or shugenja that he converses with. While they may have an easy time swaying him in the moment, he will consider arguments made by religious candidates in a negative light when making the selection. There are also many observers present and a misstep in this interview can be seen as poor form by many of them.

  • The candidate makes an Awareness/Courtier, Sincerity (Honesty), Etiquette (Bureaucracy of Conversation) or Perform: Oratory Skill roll against TN 20. Success gives 1 Command point plus 1 Command point for every 2 Raises. Failing this roll only gives -1 Command point per failed Raise. If you fail with 3 or more Raises you have committed a Minor Breach of Etiquette.
    • You can use Awareness/Courtier (Manipulation), Sincerity (Deceit) or Willpower/Intimidation (Control) instead of the above rolls but it means your intentions towards gaining command are dishonourable, selfish or careless and so the TN for the roll is 25.
    • If you are a monk or a shugenja increase the TN by 5.

The Selection
  • After all is said and done, the candidate with the most Command points will be selected as the Commander of the 1st Teppodoka Marines. If there is a tie, then the tie breaker will be based on the final roll for Soul of the Teppodoka. They gain 5 VIP and gain command of the unit without expending Duty Points as an extension of Hiraga's position. But for each rank of status below 3.0, any future rolls to command the unit suffer a +5 penalty to the TN as members of the unit don't respect you enough. Same applies if you're a weak shooter (Firearms below Rank 3). However, this appointment makes it easier for you to prove your mettle, allowing you to buy Social Position for 2 less XP per rank, up to Status 3.0, and Firearms up to Rank 3 as if it were your College Skill.
  • Anyone selected as the commander of the unit who agrees to assume the position is unlikely to be allowed to claim the captaincy of one of the four Imperial vessels. Resigning from the honour to lead the Teppodoka right after selection is made is a Major Breach of Etiquette.
  • Up to 4 players that successfully complete the event with at least 5 Command points may choose to be a nikutai in the unit. They are subject to analogical penalties from insufficient Status (below 2.0) or lack of Firearms Skill (below Rank 2) when commanding the unit, but they gain the ability to buy Social Position for 2 less XP per rank up to Status 2.0, and Firearms up to Rank 2 as if it were their College Skill. Only nikutai can be allowed to assist the commander or make their own rolls with regard to the unit.
  • Anyone that ends up in the unit can be issued an Inogana if they do not have a gunpowder weapon already, though this weapon will have to be returned if they leave the unit. If it is damaged, lost or destroyed outside of battle then it must be paid for before another will be issued.
  • Any candidate that participates and succeeds on each roll with at least 1 Raise, gains Seppun Hiraga as a 2/1 Ally for free.
  • All candidates gain 2 VIP for each successful Called Raise during the event, as their mettle impresses the observers.

Rokuro made it through the opening phases of the tests in much better form than his social outings, and felt much more at home directing ashigaru and samurai into battle positions. Indeed, throughout the test he held his composure, avoiding simulated attacks, ignoring the roar of guns, and managing basic situations clearly.

Unfortunately, the idea of storming a beach left him a little muddled, and by the end of the day, he had not made any serious ground. As he prepared to leave, he shook his head.

He would've landed somewhere else, given the choice, but that was the problem with wargames, and sometimes war itself, you never had a choice.

Suihime decided to give this a try - she wasn't the most experienced, but it would allow her to handle guns and learn more about them. She barely flinched around the weapons, and clearly knew the understanding of the weapons. Which she would do, being shown it previously by Hiraga himself.

However, while Suihime was skilled at keeping herself alive, her knowledge of battle itself was lacking, and she accepted that she wouldn't be best suited for this role with a nod and a smile.

Keiji nodded as he studied the marine detachment that he had been assigned to lead in a mock battle. The young Lion was not personally familiar with firearms, but he understood archers, and gunners were basically the same idea...right? That understanding was good enough for him to formulate a strategy, at any rate.

As he led the unit ashore, the enemy began firing their muskets at the invaders. The sound of gunfire was shockingly loud; but Kitsu Keiji was not afraid of loud noises. He was a Lion, not a child. "Return fire!" he directed, and there were more sharp reports of gunfire as his own men began peppering the opposing line with musket fire.

After the initial volley, Keiji drew his sword and pointed it towards the enemy. "Charge!" he shouted, and set an example by running directly toward Hiraga's men. His men would follow, we was certain of it; and no archers could stand up to a Lion charge. Keiji had always heard muskets were slower than bows, and so he was surprised when a second volley of musket fire came in as the attackers ran across the beach. Hiraga trained them well, the Lion thought, as he ducked the incoming fire with catlike reflexes.

Suddenly Keiji was in among the enemy musketeers, and he laid about him with his sword against the hapless gunners. But where were his men? He looked about, and realized that most of his detachment had fallen to gunfire during the charge. Keiji shouted to his remaining men to rally around him, and he tried to cut a path toward the Seppun commander; but they were too few now, and the weight of Hiraga's numbers soon overpowered the remnants of Keiji's force.

"Well fought, Seppun-sama," Keiji said at last, lowering his sword and bowing deeply as he conceded the battlefield to the opposing commander.

Thing began well enough. Kenzo was well-practiced with firearms. His ability to load equally well with either hand impressed onlookers, as well as the speed and precision with which he worked.

When the time came to actually unleash a volley though...

"What the-!" Kenzo gave a startled shout. He did most of his practice on his own. He didn't realize just how loud a concentrated volley of musket fire was, and he'd placed himself right in the midst of it.

One of the nearby marines said something to him. "What?" Kenzo said, blinking. The marine repeated himself. "What?" Kenzo's perplexed look deepened.

Things went downhill from there...

The disappointing showing of most samurai during the first day put Hiraga in a tight pinch. It was also his fault, he had no managed to groom a worthy successor yet, one that could benefit from his work and vision embodied in the regiment. Upon consulting Noriko he decided to give the aspirant warriors another chance, to see if they'd learned something from their prior failures.

[The event can be retaken LM1 by each an any. Those who took part in it on Day 0 have one Free Raise to assign to any one roll as a representation of the experience they've acquired.]

Previous day had not been a good one for the Marines. Despite the effort of a few, Seppun Hiraga was not happy with the results and decided to repeat the test once more. Encouraged to show how it must be done, Wata, the ronin, decided to give it a try as well.

Wata was a decisive one. The ronin took the strange weapon and, understanding its functioning, was able to shoot without any problem. He was even able to aim at a bottle of sake placed several Li away. I like this weapon, he thought as he settled it down without even being startled by the blast and the controlled explosion inside the chamber. It was the only weapon he felt he could master.

As he left the weapon down, he was attacked by one of the men of Hiraga, but the ronin samurai was expecting it, after seeing the way of attack the previous day, and was able to avoid the attack. Wata grinned as he passed the test and reached the mid exam, reaching the most complicated of all the tests, but it was Wata's favorite, for now it was up to him to control a vessel properly for the first time. With dedication the samurai was able to defend the vessel, a complicated thing since the conditions on the boat were not ideal. He didn't know the men, so gaining their respect was harsh, and having them understand his maneuvers even harder. Nonetheless they were trained to do as they were commanded, and the ronin was able to hold strong during the battle, finally placing the ship around the other using the winds on his favor, and pinning down the "enemy" boat.

The samurai bent to Seppun Hiraga awaiting judgement and was allowed to speak on his own behalf. "I decided long ago that I'm going to be a sailor, a marine, a man of sea... and if I die trying, then at least I tried."

Rokuro was already furious when he came to the drill grounds. This time he made it through the gunnery, the attacks, the ambushes, and he even took the damn beach.

Then he met the commander, and snapped, when asked what made him qualified, "I took the beach."

Storming off, he went to get some sort of breakfast, because he'd been hassled and harassed by great clanners all day, and he hadn't even eaten yet.

When an additional opportunity at Hiraga's test was offered, some unsubtle encouragement from other Centipede saw Moshi Takuma arriving the next morning to represent his people. Well, not just his people, but the sensei of the Akodo bushi school and really all of that Great Clan as well. Takuma felt the reality without mirth: No pressure.

While Takuma figured out the firearm well enough, the crack of several together was too discomforting for the bow-trained Centipede. Though rattled, he pulled himself together to succeed--clearly but unremarkably--at the beach assault. Strain evident, Takuma makes a polite and moderately convincing effort to speak to his interest in the 1st Teppodoka. An interest that has become more genuine through these tests. But there is no fire in his belly as he speaks--perhaps because too many butterflies remain. To a man of Hiraga's clear sight, the young Centipede may seem like a future marine officer, but this is not the time for a work in progress...

One more attempt... Honestly Yasuhiro was exhausted after the morning trying to keep up with Akodo Meikuko, still one didn't just leave things unfinished, so he decided to make his way back to the beach and try again.

Thing's didn't start off well, The confounded gaijin weapons were still fairly foreign to him, and unlike yesterday today his shot went wide, missing the target he had been aiming at my a decent margin, The sound of the gunfire didn't phase him though. He was use to it already, he'd heard it a thousand times after all. Or well at least it felt like that.

His exhaustion started to show, during the time he was supposed to dodge, he was a few beats slow in his approach and ended up lagging behind by a good margin. If this was a real test he might very well be dead. Cursing under his breath he moved along to the next test, though it was obvious he was never going to pass at this point.

The command test, seemed like it was the only thing that went really well today. Unlike yesterday he breezed through it, taking command of the unit's and leading them all to a rousing victory. The event is now closed. The ronin Wata is the future commander of the Teppodoka Regiment, receives 5 VIP, penalties to command because of him being a ronin, and xp discounts to make it up as per event description. He can be leased an inogana as well.

There are no successful nikutai candidates.

Hiraga is crestfallen but this and other consequences of the event shall be roleplayed here.
