Bellena turned her eyes to the exceedingly young man who acknowledged her. She bowed her head in a similar acknowledgement.

"Our flagship, Amaterasu's Grace, which will hold Us, our advisers and the division of the Emerald Office, will have the honour of Our oversight. Muhaki Zabieru, you are chosen for her captain. You claim great experience in this maritime domain we shall traverse, excellent seamanship, resolve, commitment and vision for Imperial expansion. The Imperial Matchmaker has entrusted you with an Imperial spouse under the condition of your unyielding loyalty to the Empire and to Us. We look forward to seeing how the Sincerity behind those claims unfolds during the voyage, and we expect to be briefed on all insights your experience can bring to Our benefit as we sail. Miya Edogawa, you shall be the first mate. Your talents and accomplishments are many, as are your flaws and failings. Knowing you, We prefer to have you within reach. We are certain your competence will complement that of your captain. Do you question Our judgement?"

Edogawa bowed deeply in acceptance. "Thank you, Hantei-no-kimi."

He turned and bowed to Zabieru. "I am in your service, Muhaki-sama."

Zabieru was joyous with the distinction and gift the Hantei granted him; he obviously thought he was the best of all available candidates but after his poor show yesterday a shadow of doubt had loomed over him. All dispelled now as he bends the knee in a show of gratitude and loyalty "I shall not fail You."

Once he was given leave he rose and turned to his first mate, offering him a smile. "I've heard of you Miya-san," his tone was warm. "I look forward to having you by my side."

"I look forward to what we will accomplish together." he nodded.

Interesting. Two minor clanners, an imperial, and one great clan member among the captaincy. Counting the Stingray and the Walrus, it becomes three, one, and two. Such a powerful minor clan presence is quite the statement. A Mantis and a Tortoise would be one thing, but a Sparrow as well? This shall be heard. But with the left and right hand represented, the response will be tempered.

Tori remains silent during the proceedings. Her participation and presentation is more a formality, really; her position on the Stingray is quite firm, as is Susumu's on the Walrus. But this opportunity to take the measure of the new captains and first mates is valuable. The greatest reason she even participated. This will be an interesting journey.

There was an anger that wanted to be unleashed. Her desire to be in command was overruled not once but twice. And there was not a thing she could say to stop it. She bowed in deference and held her Scorpion tongue.

The dark cloud that had gathered inside the Mantis's mind growled with thunder behind his cold expressionless features.

He remembered the gnawing sargaso along with the wails of the hungry dead and briefly wondered how well fed they would be if they drank the blood of a Hantei.

He closed his eyes and chased the thought away. He still had a ship...he could sail away from this rotten Empire if he wished, it held little to nothing for him now.

"Gusai Susumu, you shall retain control over the Walrus. We listened to your carefully, and concluded that you are a man of unquenched ambition and selfmademanship before your other undeniable fortes in seamanship, and so your assignment should correspond with your preferences. Neither of Our four main vessels is meant to be liberally commanded. We execute Our right to name an Imperial first mate for you, and for this post we name your fiancee, Seppun Kaiya. She is very dear to Us and remains under Our protection. The extension of the honour of having her hand in marriage to having her hand in commanding your vessel is a one We commit to in recognition of your achievements among the Explorers. We shall also put your specific mindset to good use for the sake of the Imperial Navy. We invest you with the responsibility to prepare your vessel and the crew for conducting special operations at sea and along the foreign littoral at our behest. Do you question Our judgement?"

Susumu and Kaiya? Suihime looked to Edogawa to see if he knew.

If her brother was surprised, he did not show it.

The mantis bowed as approprite to the situation and voiced no objection

He wanted to see the world, explore it and taste what he had to offer but was offered another chain instead. To be deployed like a hunting dog to his master's order? Away from his friends and those he forged bonds with? That would be no fate of his for he knew loyalty meant nothing to the powerful.

One more.

Tori takes a breath, trying to calm herself, but her nerves are still rising. Granted, she's been captain of the Stingray for restoration and training, but there's no formal proclamation that she'd be so for the voyage. It's not like she's given the prince reason to doubt her, to remove her, has there? She's done her best, but... is that enough? And who shall be her first mate? Clearly, that's going through a different channel than the others. It could be anyone...

Stop it, Tori. Fretting does nothing. Have faith in the will of the Hantei.

The Crane steels herself and maintains her On.

"Asahina Tori, you shall remain the captain of Stingray. Like Gusai Susumu, you are a woman keen on setting her own direction. We realise you can be your own navigator, shipwright or boatswain, though not your own defender. We see your competence in fostering marine excellence and study of the foreign as one that predisposes your vessel to attract researchers, artists and taxonomists of the voyage. After prior incidents with your work being undone by insufficient consideration shown to little things as opposed to the great ones, to prudence as opposed to vision, We expect you will recover the lessons of Lady Doji in you and choose a first mate that will make up for these deficiencies. Do you question Our judgement?"

Tori bows deeply to Jama, "Thy will be done, Hantei-no-kimi."

Of course, now this means the onus of finding a qualified first mate to her needs is on her. With the Lion claimed already, other than a matchmaker. Scope of purpose is still about what she expected. Yes, this is shaping up well.

"Then your duties are known. Serve the Throne well and you will make history."

Jama leaned back, and gestured for Yajinden to take over.

"At Hantei Jama-no-kimi behest I shall now make you privy to the general purpose of the First Voyage."

Yajinden paused.

"This is for you to know, any no-one else outside this room. At the Prince's disposal there are sea charts which will allow us to sail east purposefully. Our goal is to reach an archipelago in the middle of the ocean about a month after our departure. It is conveniently located about halfway across Umi Amaterasu. It is from there that the gaijin staged the invasion of Rokugan six decades ago. It is where we shall make our landfall and establish our presence. Until then, the fleet will be moving together except for the forays Kunshu Maru will have to take. The command of Amaterasu's Grace and Kunshu Maru will be setting the course on daily basis as Muhaki Zabieru and Muhaki Berena are the most experienced in traversing oceans. Adjust supplies to last at least to the end of the month of Shinjo in case we are delayed by unfavorable winds."
