Bellena had received word from the office of the Champion that Zazu had finally arrived and was able to meet with her. She was met by an escort in the morning and taken to the Orange Blossom shortly after breakfast. She was directed to a bench in the middle of the zoo and asked to wait until Zazu would come.

Zazu stifled a yawn as he rolled in, looking toward the treelines of the lanes of the Crescent Quarter to the west, avoiding any trajectory that would make him face Amaterasu's gaze. He moved with hungover dignity, slowly and cautiously, over the tricky cobblestones of the zoopath. Once he noticed the fiery redness of Belena's hair, he grinned and smoothed out the mustache, then pulled up the hems of his kimono and haori edges.

"You are quite an unusual sight here, dear vassal."

She nodded and bowed, "I have learned that to be quite true over the past couple of days. It is an honor to meet you Muhaki-sama."

"People coming over usually say that they are either honoured or pleased. So you fall into the first category." He smirked, rolling forth to sit on the opposite stone bench, looking her over. His voice carried no reproof, more tease, when he spoke again. "I don't think there's a drop of Rokugani blood in you. You must be one of those Tortoise that associate rather than breed into. I haven't seen too much of your kind, dear, so forgive me my ogling. You're a very interesting specimen." He licked his teeth beyond the upper lip without opening his mouth, making his mustache go hedgehog for a short moment. Maybe removing a trace of supping the night prior. "Honoured. I wonder what it means to you. Honour is a big concept in these parts, as a brilliant woman like you surely knows."

"It is a concept which has bearing in many places Muhaki-sama. Though undoubtedly the meaning is different in each context. In this case it means I wish to express my respect for you and your station, and the valuable work you are doing for the Tortoise in this time of unrest and change." She said with a bow.

"Keeping the distance, hmm? Very well. And I was told your lot wherever they live out there is way more direct than the word-mincing people I deal with here." He gestured around with his plump hand, then yawned. "Could have been refreshing. So, what news from the big world?"

She tilted her head, "I don't feel I was indirect. Ultimately there wasn't any hidden meaning behind my words, so when asked... I replied with the meaning I intended. If you'd like a debate on the universality of 'honor' you'll have to give me a bit more. I can render the type of honorable service of the Rokugani if need be, and I currently work in that capacity. So for now my 'honor' most likely resembles your own sense of the word."

She then continued, "But as for the 'big world' it continues on much as it has of late. Though its eyes are now fixed on this location for the time being. I've in fact been sent to inquire about conditions here on the mainland."

"And for a good reason. You know how it is, rattle a chamberpot and it will spill around." He snickered, puffing cheeks like a hamster. "Sent by whom? It was not me for sure."

"The mayors of Kameyama-jima, who then serve as a pipeline of information to Tortoise forces abroad." She replied.

"Mayors, what a strange word. Does it not mean 'big' in that funny language? The surely are full of themselves, whoever they are. Because they haven't paid proper respects, so I don't know who they are, but they send you to sniff around? Despite Turtle Mountain Island sounding like something very Tortoise." Zazu tsk'ed, but not looking like he meant it.

"They were honorable vassals of your wife and are still loyal to you and your son. I'm not one to 'sniff' as you put it. I'm a communicator. With my appearance, certainly there are much better spies than me if their intent was anything other than understanding of the conditions on the mainland." She replied.

"A liaison of the mayors." The plump man stretched in the sun, finally being able to tolerate it a little bit. "So, do you have any specific message for me, my dear? Maybe when my son is about to get back?"

"I'm afraid I don't know that. The last time I saw him he mentioned he would not be spending long in his most recent voyage destination." She replied with a shake of her head.

"As for a message, merely that the Tortoise forces abroad wonder about what has happened over the past few months... and the of the incident with your wife."

"She was lost at sea. I hear it happens to your kind, the sailors. I'd have told her she was way too old for all that, pissing against a hurricane, if she had asked me about an opinion. But she never did." He shrugged, patting his belly contemplatively, then massaging it until some bowel release came, so far without audible flatulence. "So, I assume he hasn't heard about it yet, my son. I imagine it will be a blow to him, he might want to be angry at someone. You can tell him if you see him first that there's no-one to be angry at. Well, he may be angry at himself for not talking Genjiko into passing the mantle and letting him take the reins before all that brought us so much discomfort happened. Not that I think he could have prevented it, Saionji. But he didn't get a shot."

She sat quietly for a moment while processing, then asked, "So what are your intentions now? It would seem Saionji is the new champion but we have not heard anything from the mainland concerning this exchange."

Considering the foreign Tortoise for a moment, he considers an answer. "I'll be taking care of the clan until Saionji returns, and doing what I can to improve commerce. Making sure that things continue operating smoothly as they can. When he returns, he can assume his rightful position. Internal power struggles won't do anyone any good." The heavy man relaxes more on his seat, resting both hands on either side of his stomach, patting in contemplation.

She nodded in agreement, "And what are the policies you are pursuing at the moment? How can we best coordinate efforts so we stop losing ground here on the mainland?"

He gave a small shrug. "Not too different from what was already in place. No point in shaking things up really." Moving his hand to scratch an itch near his rear, he looks up at the sky. "I've been trying to strengthen our position with connections from my former family. And how do you plan on helping strengthen that position?" He looks back to her with a curious expression.

"Me? I am merely here to open the lines of communication between those outside and those here on the mainland. I will need to return to my superiors soon." She replied, "But if you are asking for my opinion of sorts... I do not think that the current flow of events is in our favor... it may not be a time just to be idle and watch all the hard work of this clan's leaders go to waste while the Imperials attempt to harvest what we have sown."

"Well, I didn't think so either. That's why I convinced Hantei Jama to allow the Tortoise to participate, after some reluctance. Things were a bit unpleasant there, but I smoothed them out somewhat. Do a good job and prove ourselves on this voyage and we can expect things to get even better," he replies with a nod. "So not only do the Explorers need to represent the Empire, I'll need you to represent the Tortoise well to Hantei-sama. Allow him to see how invaluable we are."
