The Northern Outskirts were the suburbs of the city that fluidly shifted into rural areas and the sylvan slopes of the Mountains of Regret on both sides of the Treacherous Pass. Now they are becoming more than suburbs.

Once a relatively quiet neighbourhood when compared to the rest of the city, the area has seen a tremendous change over the last year. Ever since the harbourmistress of the Moshi Wharf, Moshi Noriko, was appointed as the administrator the Imperial Naval College, the whole area has undergone an urban restructuring. Many samurai families hopeful of earning a place for their scions in the College and prospectively among the Imperial Explorers have secured residences across the area and the demand for College premises themselves sprouted several specialised dojos. The related business opportunities have been quick to be grasped. It is no longer as quiet as it was, but is still relatively orderly and comfortable to live in. No explosive incident has occurred again, and the area where Asahina Tori's home once stood was quickly cleaned up and rebuilt as student residences as she moved to a seaside spot by the northern cliffs where her dojo is currently located.

The Orange Blossom Zoo, while abandoned by Kitsu Orochi during the Lion pullout from the city in their ultimately failed attempt to stall the formation of the new force under Hantei Jama, soon was acquired by the Miya, alongside some of the adjacent estates. Converted into a sprawling garden it still hosted some of the menagerie for the amusement of the inhabitants of the newly demarcated Orange Blossom Estates. It is where Miya Odorihime, the Imperial Matchmaker, has been taking residence whenever she visits the city, and where Miya Ietada, soon to be Moshi Ietada, Noriko's betrothed, has been seeing to the seamless communication and bureaucratic work between the College and all its external stakeholders. It is also where the Miya have sponsored a small estate where the Tortoise could re-establish a small foothold after the city governor had ousted them from the Feitoria. One Muhaki Moritaka, a merchant patron in exotic beverages of some renown, whose daughter Kiara had taken a brief part in the retreat the previous year, handles day-to-day Tortoise affairs but his current superior, the Acting Champion Muhaki Zazu, has visited frequently.

The Moshi Wharf has been running full capacity ever since, and the fact that Noriko had been failing in finding a suitable replacement in the family to take over her former duties and continued doing two jobs at once, her own Champion Moshi Aizu stepped in and relieved her from being the harbourmistress... investing her own beloved husband, Moshi Zenshiro, formerly a Shosuro, with the post. So far Zenshiro has kept a low profile but the Centipede operations in the area have been running smoothly under his administration, and he has so far maintained good relations with all the powers in the city. The work at the docks benefitted when Miya Edogawa returned to the city with his skilled labour of Tortoise origin he had employed at the Imperial Shipyards, finally addressing the outstanding shortage that had occurred during the previous year's spat between Jama and the Tortoise. Asahina Tori's Stingray still docks here, now all fitted and re-rigged for oceaning travel, but is now overshadowed by Amaterasu's Grace, the grand carrack slated to take part in the First Voyage, the majestic silhouette all inhabitants of the Northern Outskirts see when they look to the rising Lady Sun at dawn.

The Temple of the Sacred Light seems to be impervious to the ongoing changes, though the Head of the Order, Moshi Chizuru, has been seen going down the Pass to meet her superior's husband Zenshiro on occasion.

The House of Salt, however, has seen a surge of popularity. With the fortunes of the Moshi on the rise and the Miya extending their patronage, many prestigious bouts are now being arranged here, including champion-level fights that attract sumai warriors from both Hida and Fureheshu stables. A recently retired maegashira, a man calling himself Gamon, is now running the place on Moshi behalf.

A notable change in the area is a new marketplace, the Market of Reversed Fortunes that is in competition with places of commerce in the Pan and along the Waterfront. It is a little makeshift still, it smells a lot like Tortoise entrepreneurship bouncing back from the loss of Feitoria, but it is more than that - it has already acquired a reputation as a place where you can have the greatest success in purchasing things of gaijin origin, it hosts several shops of Suzume moneylenders and a Scorpion-run gambling house. It is no secret that the governor is not too happy with this development but for some reason or a set of reasons he has done little to stall it. His magistrates try to keep a watchful eye on what is going on there. Chappy-kun, the governor's faithful dog and the unquestioned mascot of the local law enforcement, likes it here though since the cuisine served by vendors is mostly... northern and northwestern, and it is far away from the dreaded Bow Wow Chow.
