Hinami On was perfect... or so she thought. Against normal people her On would had been indiscernible but not against Hantei Jama.

There was a hint of a smile behind her fan, nearly imperceptible. She was pleased by the recent events.

Although the Kitsu captain said nothing further and he assumed (what he thought was) a neutral posture, a keen observer might perceive that the man's mouth tightened and his hands clenched momentarily. Such a person might discern that Keiji didn't appear to think highly of Zabieru requesting that Seppun Kaiya champion him, then deliberately insulting her when she refused. Some of the better informed persons present might recall that a young Keiji had once admired Kaiya while they were both still in school, though his feelings were unrequited.

It wouldn't take a genius to know that a woman who was formerly a Crane found a number of the actions here today utterly disgraceful. However, any such information would not be revealed from any lack of maintenance in the woman's On. Kaiya was ever the pinnacle of composure.

Neither the Scorpion's eyes and mouth were capable of betraying her behind their veils. Her body language as well was impeccable; she had only shifted to listen to each and every speaker. So while it was clear that she had been quite interested in the proceedings, her opinions on the matter were much like her infamous predecessors: unknown.

At some point Jama began to speak.

"Before we address further agenda for the Explorers, a matter has arisen that requires our attention. We are aware that practice and conduct of the entity called the Tarkhanate is becoming a major concern. A robust outpost of this entity on this island has come us a surprise to us and so it has been a subject of our consultation with the governess. Our insights into the nature of the entity have been long in accumulation. In our forethought we have been investigating it through indirect channels for a few years, with the assistance of some of those gathered here today."

He paused.

"With regard to the entity, two major matters need to be addressed. To what extent they constitute a danger to us and the Empire and to what extent they are the lost followers of Kami Shinjo, the Ki-Rin. As can be expected, they are interconnected. The latter may reflect on their general attitude to the Empire."

Another pause, and a shift in voice one notch up in insistence.

"Locally, they do not constitute an immediate danger. While they maintain a military presence of a modern force of about one thousand shooters and a coastal vessel destined for combat in the East Port, they have a history of seamless cooperation with the authorities of both ports, have not tried to usurp them or enter an open conflict on grounds of religion, and they grant free movement to all people on the island through their district. According to the reports we have received more than a few Explorers have successfully secured residences in that quarter. While they do condone a practice called slavery, they have not pursued new slaves on the island but rather have brought them from overseas. They award their slaves a path of social advancement in the military; their military on the island is commanded by a former slave. It is our current conclusion that if they are not directly challenged they shall continue conducting themselves on the island as they have toward its extant inhabitants, without disturbance to our agenda. We may reassess if conditions change."

Jama took a soundless breath.

"However, it is apparent their presence here is but a fraction of a larger military power overseas, further to the east. Whether that power constitutes a threat to the Empire in a strategic sense should be considered separately, and investigated. This is best achieved by engaging those among the locals who have extensive expertise on the subject because of their studies or senior positions they may be concurrently holding in lands further east. As their loyalty to the Throne may be nil, they should be approached with great caution in how the current affairs in the Empire are disclosed to them for it is not only us who are learning about them, but also them learning about us. None may put the Empire in jeopardy by treasonous recklessness in divulging pertinent information for it will be considered colluding with the gaijin against the Empire and punished accordingly. We expect strategic thinking from the officers of the Imperial Navy."

His expression didn't flinch.

"The connection of the Tarkhanate to Kami Shinjo is so far unclear. The leadership of that entity belongs to semi-barbaric people who call themselves the Moto. None of the families that left Rokugan with Shinjo-no-Kami was called Moto. In their service there are individuals bearing the names of Iuchi and Ide but there is a suspicious lack of descendants of Shinjo, what may mean that the connection to their origins has been lost or that they have usurped names that do not belong to them. Their worship is an aberration of Kami Worship as their beliefs must have emerged from gaijin traditions or have gone astray without Imperial supervision. Unless more to the contrary of these concerns is discerned, we cannot consider them our lost cousins. Their agendas require our scrutiny if wiser Imperial policies toward them are to be developed."

The next pause felt like preceding conclusions.

"It is our will that upon conclusion of our stay on Kameyama Jima embassies will be sent further east to Merenae and the Tarkhanate consisting of a part of our expedition. While the followers of Lord Muhaki have served the Throne well in establishing first connections, the time has come for greater Imperial presence in those lands which can prepare us for the challenges of the coming era."

He raised his steel gaze on the officers.

"Do you disagree."

The wife of Agasha Ryuden was not someone who easily revealed what was on her mind. In the midst of other officers whose surface thoughts were easy to glean, Utsusemi remained a calm mystery... like the quiet surface of a dark lake, it would almost draw one in to search for those concealed depths of hers.

As the Hantei spoke, her posture and grace remained perfect; eyes lowered demurely and offering no disagreement.

Hikari allowed the briefest hint pass of what she was thinking; the fact that the Tortoise had disgraced himself to the extent that he had was something that she felt to be only all too *appropriate* given the insults he'd given her and her sister.

Glee. Despite everything, the Tortoise was happy. The fact that the Emperor had given validity to his advice on engaging the Tarkhanate as a potentially hostile force was something that brought him joy to no end.

There was a bit of uncertainty in his demeanor previously, a stark contrast to his usual foolhardy approach. The Imperial's Heir disfavor had set him back and it was clear the Tortoise wanted to go back to his good side.

Bellena rose her head to speak and then lowered in respect as she asked, "If I may most illustrious Prince ask one point of clarification..."

She then asked, "Is it the Prince's assertion that the Tortoise are incapable of fulfilling its divinely appointed duties by the Emerald throne and therefore require supervision in a way which is unprecedented in the history of the Empire? And if it is so that we have displeased the Emperor, can the nature of his displeasure be made known so we may more suitably serve the Empire?”

“Begging the Admiral’s pardon,” Keiji said in an apologetic tone. “But if we suspect these barbarians could be a threat, are disloyal to the Emperor, and have stolen the names of the lost Ki-Rin Clan, it seems that it might be entirely reasonable to attack them immediately in order to destroy them utterly. This would abate any potential threat they could pose.”

The Tortoise serve at the pleasure of the Throne and have no mandate to supercede an Imperial Office or Ministry, nor are they free from Imperial Audit. It is by the discoveries made and presence established by the Imperial Explorers that we can determine whether Tortoise service to the Throne has been sufficient over the past few decades. Your ignorance in this regard is best addressed by an anointed jurist with the Emerald Office. We have a saibankan of great reputation in attendance. In recognition of proper conduct we shall defer further instruction on matters of law and precedence to Doji-san."

Jama replied calmly, gesturing for Haruka to take over the matter.

Jama turned toward Kenji.

"We applaud the will of the Right Hand to smite any and all enemies of the Throne. However, until we definitely conclude that the Tarkhanate is our enemy no such action will be taken, Kitsu-san. We have explicitly mentioned that investigating the matter further is the most prudent course of action."

When in doubt, fall back on Crane ways. In this case, promoting cooperation rather than discord.

"There is certainly precedent for a matter such as this." Haruka posited. "The Imperial Legions exist as an institution to enforce the will of the Emperor by force of arms, yet the Lion Clan serve the Emperor in a similar capacity. The existence of an Imperial institution does not imply dissatisfaction with a Clan's performance or existence; but as a means to provide the resources of the Empire to a given task. The Lion and the Legions have existed with one another for over two hundred years now; surely the Tortoise and the Explorers can look to their example and forge their own tradition of cooperation."
