Hikari spent the morning at her office, pouring over papers containing all manner of arcane diagrams, ciphers, and assorted other material that only a trained individual could make any sense of. It had something to do with an old mystery of magical origins, now consigned largely to the pages of history and only rarely remarked upon by those still searching for an answer that previous generations had failed to produce on the matter.

Soon, she would have the answer that eluded so many before her.

But for now she needed something to stimulate that brain of hers, and that meant sugar. Fortunately she always had a snack or two or three on hand for just these type of occasions. Or really any occasion whatsoever. Placing a bit of candy in her mouth she then proceeded to make an exagerated stretching motion as she leaned back in her chair, accompanying it with an overly loud grunt that turned into a hum. With her door open and the walls being what they were, the sound would easily travel.

'' You and snacks. It would appear that some things never change...'' A familiar beautiful voice spoke from the door entrance. A young maiden wearing a purple hakama was observing as Hikari was working, or eating, both.

She made a perfect respectful bow from the distance.

'' Hikari '' She said with familiarity.

"Huh?" She looked up toward the voice, and then swallowed the candy. "Oh, well if it isn't Hinami-chan!"

She stood up, and lacking the good graces to do the whole bowing thing, approached to give her sister a hug.

Hinami was a bit dissapointed with Hikari's lack of graces but she accepted her twin's hug. It has been a long time since they saw each other and there was no one else around to make an impression.

'' I see that you are doing some paperwork... '' She noticed from affar some arcane ciphers and diagrams. '' About what topic? '' A polite question, Hinami would probably not understand the answer anyway. She was not a shugenja.

"Oh, it's got to do with some old riddles left behind by one of the elemental oracles," she said. Hikari had always been pretty good with that sort of stuff. "It's a bit esoteric, and not really work."

She hurried back around her desk, finding herself with another snack in hand. "Hey, you want one? They're good. When'd you arrive in town anyway? I thought you weren't coming in till tomorrow."

'' I see.'' Hinami nods to her sister as she explained. She was really curious about it but didn't show any sign of it. Her On was perfect.

'' Oh, Arigato.'' She accepted one, and -only- one snack. It was very good but Hinami didn't make any comment about it.

'' Just now. I travelled with one day of anticipation to meet with Seppun Hassei-sama. Need to discuss and check how is the bureaucracy dealing with Hantei's-no-kimi voyage. Work must be done perfectly. Anything less than that is not acceptable '' She said.

"Hmm, Isn't that more the purview of Asahina whatshisname? Well no wait, I suppose he's dealing mostly with the logistics. I suppose the governor's the man to talk to for making sure the city doesn't burn down again before the fleet sets sail huh?"

She started laughing in that way she often did, dismissing the seriousness of the situation.

"I'm sure everything'll be fine."

As expected, Hinami didn't laugh. Not at all.

'' Hmph, we will see. It would be shameful if Hantei's-no-kimi fleet departure would be delayed by laziness or paperwork badly done. Surely my presence will acelerate the process... '' She was referring to her job as a member of the Department of Oversight.

'' So, have you spoken to Chichi-ue?'' She changed the subject.

"Not recently. Why?"

She gasped in mock shock.

"Don't tell me, you've decided to elope with a handsome young ronin and you're asking for my advice on how to break it to father?"

She folded her arms together, and nodded triumphantly. "I always knew this day would come."

Yogo Akarei came to the office looking as if she was a pack mule. She was laden with bags filled with papers and there was another stack in her arms. She hovered by the entrance, apparently unwilling to intrude without proper invitation. "Ohayou, Seppun-sama," she announced plainly, "I apologize for the delay."

Hinami was not amused with her sister's comment. She instinctively moved her hand towards the tip of her fan, but in the end she didn't took it out.

'' I would commit the three cuts before disgracing the family with such shamefu...'' She didn't finish the sentence as another person entered the office. She sighed as looked seriously at Hikari for a moment and then turned around to respectfully bow to the redhead woman with the pack of papers.

She kept her silence for now. Her On was perfect.

The arrival of the yoriki appeared perfectly timed to Hikari's sense of humor, resulting in another jovial laugh. One that was unlikely to be infectious to either of the women, who might have quite a bit in common when it came to that.

"Hai hai, place them over there if you would, Yogo-san," Hikari gestured at a table corner, "at least, assuming they're the regional reports? Right, of course they are. Oh, have you met my sister, Seppun Hinami? Of course you haven't, she did only get here after all."

If there was any amusement on the redhead's part, it certainly did not show. "Regional reports and my prior findings regarding our riddle at hand," Akarei added. She placed the papers down as instructed and gave them both a deep bow. "Hajimemashita, Seppun-sama. I am Yogo Akarei, yoriki under your sister."

With the pleasantries out of the way, she readjusted her mask and went over to peer at the scrolls.

Ugh, a Yogo... She thought. If something was worse, in Hinami's mind, than a Scorpion, was a Yogo Scorpion.

Of course she didn't display her thoughts through her reaction. She was a trained courtier afterall. '' An honor to meet you, Yogo Akarei-san.'' She said softly with her beautiful voice. Then she turned around again to once again talk to her sister, the Yogo was now completely non-existent in her mind.

'' It would seem that you have work to do. '' Hinami said as she looked at the pile of paper and scrolls. She took out her fan but didn't opened it. '' I do not wish to distract you from your duties, perhaps I should go now. '' Her tone was serious. Hinami was still not very pleased by Hikari's previous comment.

"Oh don't be like that," she said, with a slight reconciliatory cadence to her tone. "I haven't even offered you any tea yet. They've got blends here you might not even have been able to find back in the capital. And besides, the workload here is surprisingly light."

The workload is light?

The Scorpion was content with not speaking further with the new Seppun. She kept her mouth shut for the time being as she looked at the diagrams her superior had collected. Though it was clear from her expression that she treated the work much more seriously.

'' Well, I doubt they can surpass Seppun's-dono personal tea blends, but let's give a try. '' She referred to their fathers personal stock of tea. She was acting quite more formal now that there was another person present in the room.

Hinami liked tea. Having tea was a good idea, but with a Yogo present as well? She was resigned. Her sister has always been like this, going around and interacting with people below her station.

She is probably doing this on purpose. Trying to shame me or something. She thought but now she was in no position to reject her invitation.

Hikari usually knew when she was pushing her sister too far and when it was time to dial things down a notch. Even if she did think Hinami could stand to loosen up every now and then, she was still her twin sister and teasing her too much was also known as bullying, something one didn't do to someone one cared about.

"I'll break into our finest stock," she said, and disappeared for a short while; time during which she could only imagine there was a lively discussion between her sister and the Yogo. Or the opposite thereof. Probably the opposite.

She then returned with a small tray that included three cups and a selection of blends that included more traditional fare along the sort of blends one could likely only find in a port city that saw foreign trade.

"What are you in the mood for, dear sister?"

The Jade Yoriki was perfectly content with remaining silent while the Magistrate had departed. She listened to the kami's whispers in her mind, of which there were many. They showed many connections, saw much more than she could, and yet not all were relevant to what she wanted to find.

When Hinami returned, Akarei looked up briefly to see if her superior had any input to give on the riddle at hand.

Hinami did not make any comment to the Yogo while Hikari was looking for the tea, not a single word. The room was silent.

'' I will trust in your own opinion. Surprise me.'' She said when her sister returned and offered the tea blends. Hinami has tried lots of different tea blends in her short life, like the Doji Gyokuro-Genmai, the Bayushi Maiden Hair tea or her favorite, the Seppun Thousand Temples.
