This is where Armando Roxas and his goons most often reside. They are the militia of the port, but at the same time they are far more 'of the port' than an actual militia. In the end the city is only lightly policed, and most of those who are nominally supposed to protect and serve the community are having fun on duty, with alcohol and prostitutes. Roxas sometimes partakes and sometimes not, but he follows Yubari's recommendation of not over-disciplining them. As long as they take bribes from businesses they don't have to be financed from governess' coffers, and their unbridled consumption of goods and services for that money is good for the demand the entrepreneurs so cherish. Everybody wins through this ingenious economic mechanism, free market prevails.
he building itself is still the largest from those facing the water, and relatively well-kept. The singing during militia parties carries far and wide.
