"The authorities in Medinaat al-Salaam also pursue cases that reach their attention. But with the size of the city there are sure to be cases they are unaware of, and those which they cannot resolve immediately." She replied with a thoughtful look.

"I wasn't aware that the mainland had such a success rate for dealing with crime. I had heard of bandits in the far west of the Empire... and of the reputation of the Scorpion's brothels and slums... are these simply fairy tales told by the unlearned?" She asked with a look of interest.

Utsusemi sipped her tea while considering her reply. "Brothels are not crimes, however," she began. Not that she had visited Scorpion lands except for that brief time for her sister's wedding. "Large cities, like Ryoko Owari Toshi, Otosan Uchi, and similar places, have districts set aside for such professions and entertainment. While there is certainly a kind of vice linked to such places, as well as matters that are probably skirting the edges of the law, such places are not illegal or criminal."

She did feel a little pity for the Tortoise who had been raised up away from Rokugani society, without learning all these little nuanced details.

She nodded, "The same is true of foreign lands. But if truly there are no exceptions to the success rate of the magistrates here on the mainland... there is surely something that can be learned from them. Because my understanding would be that these locales for vice tend to inculcate the types of human behavior that bring about those who transgress the law... and with some regularity there are individuals who are appointed over those places, magistrates and the like, that abuse the authority invested in them and allow for deviants to do that which is improper. When this corruption is detected the officials are removed by the powers that be, but there is usually a period of time which injustice is allowed to exist... is that not the case here on the mainland?"

"I'm certain our magistrates do their very best to ensure that corruption within the ranks is removed is quickly discovered and removed. I cannot claim to have any magistrate training, this would be a question better suited to a magistrate, but I'm sure that any here should be confident to walk the streets alone without putting their lives at risk like you described in Medinaat Al-Salaam" Suihime offered
