Edogawa's sister stepped forth and with the trained poise of a Miya Herald unfurled the scroll in her hands. Suihime was well-aware of the unspoken uproar the Prince's introduction must have caused, but neither did she flinch in delivery nor did she let herself show any emotion. The Imperial Edicts were as far from amusement as a text could be, bearing the weight of Hantei authority. Even if it might have been tempting for her as in this very city a year before she had taken up the role of Hantei Yugozohime on a very similar stage. The Heralds were trained to announce the Emperor's will with preservation of dignity and without slightest distortions. She would have it no other way. Her voice rang loud and clear across the Plaza as she read the Edict.

Retsuhime's Posthumous Edict wrote:
In the 21st year of Our August Reign,

Mindful of Decrees and Edicts of Our Great Predecessors on the Emerald Throne,

Faithful to the Direction given to the Affairs in the Empire by Our Great Mother,

We, the Daughter of Heaven, Hantei the Eighth, the Empress of Rokugan, hereby decree the following:

- The apotheosis of Someisa Sadahako to the status of a Minor Fortune of Geisha and Artists, within one year of her departure from Ningen-do;
- The foundation of the Temple of Sadahako, which shall be the primary place of her worship, on a site in the lands under the stewardship of the Tortoise Clan designated by its Champion incumbent at the time of promulgation of this Edict, upon consultation with the shinpu of the Brotherhood of Shinsei;
- The investment of the Someisa family within the Tortoise Clan with the responsibility to become the caretakers of the aforementioned Temple;
- The erection of an appropriate number of shrines across the Empire to spread the cult of Sadahako as well as the designation of sufficient numbers of monastic clergy to maintain them;
- The promulgation of this Edict no earlier than after the Someisa Sadahako's departure from Ningen-do;
- The proclamation of one year immediately after the promulgation of this Edict as the Imperial Year of Arts, during which new artistic horizons and greater artistic excellence shall be sought for the greater Glory of the Empire.

All stipulations in the above Edict enjoy Our Blessing extended on behalf of Our Heavenly Progenitors, Amaterasu and Onnotangu.

Ran cheered at the procession.

She was surprised by Wataru-sama's speaking for her, but nodded to him with a discreet smile.

Gusai Susumu wrote:

He gave a light bow

"If you wish to discuss some more I would welcome it but if not then I would wish you a good Day."

Her dark eyes glinted - "Thank you, Gusai-sama, for your time and your consideration. Enjoy this blessed day." She bowed to him, and then moved on.

Jama remained silent for the brisk moment after Suihime concluded. Ryoshida grunted voicelessly and rolled tongue inside his mouth. Meikuko chose wary patience, anticipating it was not going to be over.

Zazu rubbed the tip of his nose and looked instinctively behind his shoulder to locate Abbot Daisen.

Oh, now I see. Stupid me... Hinami cursed herself at not having thought about an older edict being kept from public proclamation, since the conditions were not fulfilled, until now.

Hmmm, Sadahako-no-kami then was elevated by Hantei Retsuhime-heika. She nods as she fanned herself. Hantei's legacy survives even after death.

Jama rose and projected his voice across the plaza.

"Henceforth, the Empire and the Imperial Explorers shall find ways to both revere Sadahako-no-kami and to duly contribute to the Imperial Year of Arts. We are without doubt that great excellence, creativity and piety reside in hearts, minds and souls of the Imperial Explorers. They will aid any and all under Our command in finding their way of expression on the new path the Empire sets upon by undertaking the First Voyage."

He did not care to look at Zazu and Daisen.

"As the Tortoise and the Brotherhood are debating their way to answer to the call enshrined in the Imperial Edict, We shall make the Empire aware of our recent decisions as the Imperial Admiral."

He gestured for Yajinden to take over.

That explained a few things, though Yasuhiro was glad it didn't have anything to do with the strange rumors the Miya man had been spreading days prior. Still the lion remained silently where he was, as Lady Meikuko had shown patience was needed here.

Yajinden stepped forth and unfurled the order he then related to the audiences.

"In his capacity as the Imperial Admiral, His Highness Hantei Jama-no Kimi has nominated captains for the vessels of the Imperial Navy to take part in the First Voyage under his guidance and command. After careful consideration of the their seafaring accomplishments, their competence and their place in the Celestial Order His Highness has elevated the following samurai to their respective posts:

For Ashitae Maru, Miya Suihime;

For Kunshu Maru, Kitsu Keiji;

For The Stingray, Asahina Tori;

For Amaterasu's Grace, Muhaki Zabieru;

For The Walrus, Gusai Susumu;

For Yamato Maru, Suzume Rokuro."

The scroll was rolled back.

"The captains of the First Voyage shall now join His Highness on the dais on His right side."

The Tortoise excused himself from the two Scorpions and moved towards the dais, taking his place to the right of the Emperor's Son. He was brimming with satisfaction.

Rokuro also moved with controlled steps, taking his place as swiftly as a man could, while maintaining the poise and calm expected in this sort of situation.

It was bloody frustrating not to just vault onto the dias and get it over with, but he took the long way around, with his measured steps.

Once all the captains gathered by his side, Jama spoke again, louder.

"These are the captains We have selected. Once manning and supplying of the fleet is completed in the coming days, we set sail east on the first favourable wind. The Imperial Navy under Our command is destined to expand the reach of Our Divine Father's Empire. The First Voyage shall prove the preponderance of the Son of Heaven in the heathen world. We shall tighten our grasp on the Empire' destiny. Rokugan has evolved to meet this challenge, and the time is now."

Jama paused, letting his words reverberate across the gathered crowd, the applause to pick up.

And it did, becoming eventually thundering. Nothing to instill enthusiasm in people like offering them a sense of pride and grandeur for things they either have already put effort into or will not put effort into at all. Perhaps even some cheered for getting rid of the Explorers from the city and all the mayhem their rise had brought into their daily lives. Either way, the Miharu wreath around the crowd went on high alert to prevent less acceptable displays of spontaneity.

Once it died out, however, and Jama's eyes turned to Zazu, Ryoshida emerged from his thoughtful frown and stepped forth.

"I want it clarified whether an interim caretaker of the Tortoise can make a call like that. It is a decision that is important for the Empire as a whole, and it would be better if it is not questioned later. Is his son Saionji not the legitimate heir? I say the call shall wait until his return from wherever he is."
