Yes. The event is available to all. They should just adjust fluff as 'seeking a better home' or something. They can get a loan for it too from their relevant authorities too.

Not all West Port. The sufficiently Rokugani loci are in the Hillside: the Winehouse, the Mill, Jitaku no Kyomei. The governess speaks broken Rokugani as well, she simply doesn't like it, so it can be enforced in Floral Estates too. Like I said elsewhere, I am fine with players coming up with ideas for locations. If they get GM stamp they'll have their forums and can be targeted for homes.

You can catch a transit small boat for a piece of silver at any light hours or take a long walk along the beach that eats up your all off-screen activities for the slot. Going via jungles or the Misty Road is an invitation for adventure.

If you are required to call a raise for Phase 2 because of a disadvantage, do you get the -1 to CRIB for failing the roll with a called raise?

Does sailing count as a craft skill for Phase 2: Option C. I see what you need and I will contribute?

Is travel time from one of the Ports to the south beaches or northern cliffs the same?

Yup. Though to Northern Cliffs boats don't go in mornings and evenings. And it is also maybe an hour by foot that can be covered off-screen.

1. They should but many people rolled without them and I didn't mention them in the event proper, so won't make it miserable for us all and go back at it. It would change a nice event into an ordeal. So let's forego them this time. They still apply to Tension and other stuff.
