Are other duty point uses available, or should they only be ambassador or commodore?

Check Emerald Empire, Appendix 2. They are technically all available, though Ambassador has been redesigned and posted because we don't use court battle. There's a distinct lack of a mag station. While I'd like to do something about it, it's a bit lower on priority list than other stuff.

For DP expenses, can we transfert some attachements to a new ship if we get one? Like Crew: Navigator

For all things that are not a firm part of the structure it makes sense to be transferable. Mind those that rely on Capacity though, cost may go higher.

More serious answer: I'd prefer any mechanics-heavy stuff was reserved for the game proper, the event is an exception.

You might want to tell me in your PF what you actually intend. Jade position, especially pre-magistrate, is not a blanket approval of casting anything anywhere. Any casting will be scrutinised by people around and/or relevant authorities even if the Jade gang signs will deter many of them from raising the issue. How careful, discreet and within professional bounds you will be will affect things.

Do the raises for no effect for reusing skills count towards the penalty for failing a roll? Like, I use Lore: Nature twice, and on the second roll, I call one raise for no effect and two raises for points. If I fail, is that -2 or -3?

They count for penalties.

Unless otherwise stated, BB would apply to Courtier and Etiquette rolls, yes.

In which ways can free raises be used in the pre-game event? Reduce TN only? or can they count for the tally of the final score?
