It says to the pool. So you choose the rolls it applies to by expending the pool. This is what people have been doing without confusion though.

Ok, I didn't see anything about failing if you only do the master and commander roll 1 time, but other people are playing it that way.

I had assumed it was only a fail if you tried to get the points from doing it again, correct me if wrong.
