The West Port is the entrepot that services direct connections between Rokugan and Kameyama Jima. It is motley, seemingly disorganised and full of contrasts, with Rokugani elegance and opulent architectural resplendence side by side with ever-busy workshops and hubs of commerce, shady shantytowns and dens of vice. Over a short walk along its streets you can pass several worlds: of natural tranquility and beauty, of uncompromised industriousness and of hopeless bereavement. All social strata live together. While crime, violence and various other incidents happen daily, the Port somehow carries on. Life here is risky. Profitable for the winners, but usually a nightmare for the losers.
The bay itself never sleeps. While the lighthouse at Hawthorne's Defiance is a bit less useful here, the port itself is constantly lit by rows of high stone lanterns lining the quay. Although vessels from Rokugan don't arrive daily, more like weekly or biweekly, there are many small junks cluttering its waters. The southern littoral of the island provides a much safer and faster route of reaching the East Port than any cart sent inland where it would have to face either the dangers of the southern road cut out of jungle thicket or the Misty Road to the north, often obscured by thick mists and running perilously close to cliff edges.
It is governed by Muhaki Yubari, though 'governed' might be too strong a word. Her predecessor did try to introduce order, lawfulness, organisation and good governance in the port, and committed suicide for his abject failure in doing so. Yubari lets things run themselves and rarely moves a finger to resolve disputes or police problematic neighbourhoods, letting laissez faire do its best, and its worst.
