After making contact with the mysterious local ships, the senior officers had gathered in the officer's mess. The captain looked from one person to the next, trying to read how things had gone from their expressions.

"So," Keiji said at last. "What have we learned from parleying with the locals? Are they inclined to be friendly?"

Utsusemi had been the only one of the two from the Kunshu Maru to return, but she had stressed that no danger had befallen their First Mate, and the Merenaease aboard the ship had been assured that Bellena was going ahead to arrange for places for them to stay.

Sitting down before the captain, Utsusemi gave a slight nod. "They are not hostile, but they are wary. Given the circumstances, that is understandable. They will be keeping a sharp eye on us all, and the failure of one could be bad for everyone."

"They will be watching us, eh?" Keiji said, tilting his head and narrowing his eyes slightly. The idea of their behavior being judged by foreign barbarians didn't sit well with him.

"Were they insulting to the First Officer or yourself? What exactly are they watching us for?"

"The captain of the ship La Espina, Muhaki Yubari, was welcoming and treated us both fairly and respectfully," she assured him with her calm tone. "They are mostly concerned that we have come here to be aggressors or cause trouble for the locals here. For now, they have allowed half of our fleet in the West port, with no more than two dozen individuals allowed in the port-city at a time. La Espina will escort the ships into port. Considering its superior build and weapons, I strongly advice that we do not give them a reason to think we are provoking them."

"We consider this to be a temporary situation, until the locals have had time to also confer amongst themselves about this sudden turn of events."

"I see," Keiji said, looking somewhat mollified. "That does not sound too unreasonable. I'm minded to command that the men go ashore only in small parties, and in the company of a ship's officer to keep them out of trouble. As Imperial Chaperone, I expect this may be among your duties."

"The Admiral has commanded us to make friendly contact, and secure anchorage at this port," the captain continued. "You are familiar with the local language and customs, yes? How can we avoid giving offense to the locals? Perhaps even improve our standing with them?"

"I have learned their language from First Mate Muhaki, yes, but I am still not completely well-versed in their customs. However, to start with, I would advise that those who go ashore keep in mind that the locals would probably be more welcoming if they spend coin in the various establishements in port. That way, they will see that we are interested in what they have to offer, and that we are not hostile towards them. I believe this will be the surest way to avoid offense for most of us, as money does tend to smooth things over."

She couldn't help but to wrinkle her nose slightly at such a base fondness for coin, but she did acknowledge that money did make the world go round.

"Some of the local sailors would probably be interested to hear of our voyage as well; which will probably impress or interest some - and will make some of the locals think better of these newly arrived strangers that we are."

"Sensible suggestions," Keiji nodded. "I suppose it would be part of our duty to see what sort of trade goods can be brought back to the Empire, as well. Will they accept our coin here? Or do they use seashells for money or something equally outlandish?"

Utsusemi nodded in return. "I have been given the impression that they will accept our coin, seeing as gold and silver still has value, even on foreign shores."

"Very well, then," Keiji nodded. "See that the men don't spend all their coin on women and shochu, though." He smiled wryly.

"One more thing, Second Officer," he added, adopting a more serious expression. "You stated Lah Esa Peena has superior weapons to our own. Please describe these weapons."

"I have no wish to provoke them into a fight, unless the Admiral orders it," Keiji clarified. "But I should like us to be prepared...if it becomes necessary."

Utsusemi frowned slightly. "Cannons, captain."

"I did not see them, as they kept the hatches closed, but Muhaki-san informed me of their presence. I counted twelve hatches on one side, I would guess there is an equal number on the other side as well. They are also without a doubt more used to handling firearms than our own Teppodoka, though the Empire's samurai are more disciplined."

"Hmm. Interesting," Keiji commented. "What was your assessment of their captain and crew? Were they of the warrior class? Or merchants? How many crew were on the ship?"

"Captain Muhaki Yubari seemed to be well-adjusted to sea-life, and her crew seemed to respond to her wishes quickly. If they are battle-hardened, I am not sure, but I did not get the impression that she was a warrior or one who had seen a lot of fighting." Utsusemi mused as she tried to recall the details of the meeting. "Most likely, if they have seen battle, I would assume it is against mercenaries and pirates, rather than disciplined soldiers."

"Good to know," Keiji said, nodding again. "Is Ship Captain Muhaki Yubari one of Muhaki Zazu's subjects, then? Or does she represent some local authority?"

"She is one of the Tortoise, yes, and Governor of the West Port." Utsusemi didn't quite feel it was right to say to say she was a subject of Zazu, as she was getting the impression that circumstances there were... difficult.

"So she is one of the local authorities we will be dealing with. There is another governor, for the East Port too, perhaps the other group of diplomats spoke with him, or his subordinates?"

"Ahh, so she is the Portmaster, herself, then?" Keiji noted. "Perhaps we should pay respects to her, then, in order to ensure Kunshu Maru is welcome in port, and not merely tolerated. Is it appropriate to make a formal call on her office? Or send a gift? You're more of a courtier than I'll ever be; what do you think, Agasha-san?"

"No, not just Portmaster. Governor, or at least that is what I was told."

Well, of course I am, because I was trained to be such, compared to you.

Utsusemi maintained her polished On, despite wanting to roll her eyes. Though she had to remind herself that Keiji was a good captain and a good samurai... just being cooped up on a ship for this long was getting a little on her nerves.

"I think it would be very appropriate to make a formal visit at her estate, and present her with a gift. Though..." she stifled a brief chuckle, "might be best to wait until tomorrow, after we have all had the chance to wash off the sea and look more presentable. She seemed to be the type to enjoy fanciful gifts."

The captain nodded. "Yes, tomorrow, or the day after, would be more appropriate," he agreed. "Kunshu Maru still has some repairs that need done, and I suppose I shall have to locate some suitably 'fanciful' gift to present to the local governor."

"Thank you for your insights, Second Officer," Keiji said, bowing. "Is there anything else you wished to report?"
