The Merenaese district of the East Port fluidly emerges from the Tortoise Docks along the lower bank of the Puahu River. It is far less densely planned and populated than Little Aqahba, taking advantage of the flatland extending to the northwest. Streets are more or less a chessboard, houses have gardens, residential blocks have inner courtyards where the life of the neighbourhood flourishes. Compared to the West Port, one truth becomes evident: in essence this is not a Tortoise holding, but a truly Merenaese one, a colony of the kingdom even though both worlds often seem to converge on a grander scale. Rokugani is practically not spoken here, and other languages like Mekhem only in commercial situations with the denizens of the Little Aqaba.

The area is well-policed and kept in order, both by local militias and sometimes by the armed and armoured tercio from Torre Oriental. While the area probably does not enjoy full employment, most of the labour gets easily accommodated at La Finca de Jacintos, an expansive hacienda. Working for the governor gives job security many cherish above higher pay, especially that it provides many opportunities to bring food home without purchasing it in the market. With food supply no being a problem, many families have branched out to manufacturing jobs or trading and there is an upswell of young people trying to make a living at the Plaza de Contratación or the Plaza de Diversidad. For young people, profitable work and a good career is what the city can offer them; there is far less in terms of culture and entertainment in it than many would like. For some pious life centered around the church is enough, but some of them have developed a lifestyle of earning their reales here, but spending them as b or dinars in the West Port or in Little Aqahba.

Perhaps the closest to unsavoury yet entertaining locales La Nueva Esperanza has is a thin belt of an entertainment area between Los Muelles and the district proper where there are taverns of sailors. Over a collection of various eateries and lodgings two stand out: La Gata Salvaje, currently run by the governor's brother Jose, and the Belching Parrot, the old den of Thranish scum and villainy owned by Isambard Moss.
