Moshi Noriko, Headmistress of Imperial Naval College

Last year Noriko's life changed dramatically. Before, she had been an overworked spinster giving her Clan her best as the harbourmaster of the Moshi Wharf, with little expectation for anything more in life despite being Setsuko's descendant. While there had been no appropriate suitor ready to cope with her tall physique coming across in her younger years she had been prized by her Clan for her commercial and administrative acumen and a penchant for problem-solving, ensuring that Moshi Aizu could mostly care about religious and esoteric pursuits rather than earthly economic considerations of running her Clan. The change came with Hantei Jama's unorthodox choice to elevate her to run the nascent Imperial Naval College, a task she approached like any other in her life, with studious diligence and focus on outcomes. But then, her position trumped her deficiencies of constitution and age, and the Imperial Matchmaker arranged for her to be married with the youngest son of Miya daimyo.

With the rise of her and her Clan's fortunes she underwent a makeover she is not sure she's happy about. Being worthy of an Imperial position and an Imperial consort meant abandoning simple buns and functional kimonos. Odorihime impressed some standards on her, like kanzashi, adorned accessories and seasonally hued and fashion-adjusted garments that mollify the effect of her stork-like neck on her looks. Between running the College and preparing the Imperial Explorers for the First Voyage, she has little time to contemplate what imminent married life will mean for her. She and her betrothed don't spend too much time together despite working in the same city. So far, they've been too people separated by similar drives.

Moshi Zenshiro, Governor of Hinome Province

Known best to the outside as Moshi Aizu's Scorpion husband, ever since he married the Centipede Champion he's been smoothly and quietly running the Clan's administrative affairs from Tani Senshio. His moving south to Dragon's Guard to relieve Noriko of her duties to the Centipede hasn't changed much in this regard. While jurisdiction over the Northern Outskirts is slightly blurry between the Seppun and the Moshi, he gets away with being called the Governor of Hinome Province while working from Dragon's Guard. By virtue of location he's also become more involved in the needs and affairs of the Sisters of the Sacred Light and the sumai dohyo at the House of Salt.

He is a discreet, stoic man that, oddly for a Shosuro, seems more good-natured than sinister. He doesn't enjoy too much idle prattle, flattery or aggravation and cultivates political and commercial associates based on pragmatic shared interest rather than flamboyant persuasion. He still maintains good ties with his former Clan and Scorpion presence has crept in a little to the suburban-to-urban space under his authority, taking part in shaping its business profile. But this much can be said about many others, Tortoise included. Still, the most likely way to awaken the slumbering Scorpion in him is to endanger his close family. He has admiration for his wife and keeps her secrets well, but it's still nothing compared to his fondness of his two daughters he couldn't take with him to the city and now deeply misses. He often speaks with his eyes closed as if formulating words required of him to be inwardly focused, or maybe he has never fully adjusted to not wearing a mask. He allegedly looks ridiculously in bright colours so he often sticks to darker hues he was born into.

Miya Ietada, Regional Officer of the Emperor's Blessing

Ietada has ever been a the most quiet, humble and conscientious son of the Imperial Herald. As an incorrigibly selfless do-gooder without an assertive character, he's been always considered too naive to accomplish much on his own. When he was informed last year he would marry a much older Moshi, he assented to the life being in store of him and went about his immediate tasks of working the the Emperor's Blessing. He was not the one to fight tooth and nail for an early dispensation of Imperial aid in provisions and infrastructural work to the crises-ridden Phoenix but once it was politically agreed he got down to work, ensuring that the refugees in Toshi no Omoidoso received the full benefit of it. He truly settled in the city at his new office in the Orange Blossom Estates just this summer, having spent most of spring on the other side of the Mountains of Regret. Late to puberty, at his young adult age he still looks like a boy, sweet and innocent, quite unaware of the challenges of married life before him.

Shiba Noname, Resident Emerald Magistrate

Shiba Noname is the replacement sent by Shioden after Tsukuro's disappearance and disgrace. He's quite unassuming and handles the business of the Office without publicity and flare, just the way Seppun authorities of the city like it. He's been heading the internal investigation into the depth of Tsukuro's crimes during his tenure in the city. Not much is known about him as a person. He has no deep local connections worth mentioning as far as anyone can tell. The most one can learn is that his appointment as the Emerald Magistrate is recent, without an extended career track, likely as a political favour. His looks can be considered standard, normal, expected and forgettable.

Seppun Hiraga, Sensei of Gaijin Combat and Chui of Imperial Marines

Hiraga has grown into his new dual position as an instructor at the Naval Academy and the de facto chui of the Explorer's marine units that are organized in Dragon's Guard city. As of now there is only the 1st Teppodoka Marines, but he is poised to begin working on building another unit while they are underway on the voyage. He enjoys a close relationship with both the Governor Seppun Hassei and Headmistress Moshi Noriko. He is often called upon by Noriko to display the capabilities of gunpowder weapons for those that visit the college, and it's rarely a disappointing show.

If people who know him believed he was a serious man before he was invited to teach at the Naval College, they will likely consider him stiflingly stern now. His duties, responsibilities and research leave little time for much else than the occasional meeting with a friend at his home or office. But despite that demeanor, he seems to never get tired or weary. Perhaps it's because the opportunity to shoot frequently and drill with the marines are a personal joy to him as he claims. If one only ever saw his devotion to Duty and did not know about his focused study on gaijin they could be forgiven for thinking he was far more traditional than progressive.

Seppun Hassei, Governor of Dragon's Guard

Once a rising star in the Imperial Legions, Hassei answered his governing grandfather's call to return to his hometown and take command of the city's law enforcement in preparation for succession as his own father had died in Yobanjin Wars. During his time as the chief magistrate he became renowned in Dragon's Guard for his unparalleled skill in swimming in armour and for the duo he formed with a small but brave stray dog, Chappy-kun. When Seppun Toshikaga retired on the cusp of formation of the Imperial Explorers, Hassei as the governor was the one to execute Imperial policy of forcefully disowning the Tortoise from their holdings in the city which then served Hantei Jama as the premises for establishing the Imperial Naval College. Hassei wanted to be its headmaster but Jama didn't choose him. His pride wounded, he distanced himself from the Emperor's second son for the sake of closer ties with his political foe, Crane Champion Doji Tanaka, who in turned secured him a Doji wife, Chouko, who Hassei deeply cherishes. Their wedding this summer was a major event in Dragon's Guard.

Young for the position, and younger-looking still, with a round face that has just recently agreed to sport more dignified amounts of facial hair, the governor nevertheless exudes a harsh and unforgiving demeanour. He's prideful, quick to take offence and with some penchant to bad cop solutions to many problems. He's not universally popular in the city as some still remember him for ruthless commandeering of heimin labour that has led to discontent among the population, but the majority seems to be appreciating him for preserving the order despite strong social forces of progress and tradition pulling this nexus of both apart. He somehow mellows under his wife's influence, and in fact grants her much leeway in introducing her urban designs and other artistic ideas. Lately newlyweds spend a lot of time together and so Hassei has less time not just for official duties which he finally delegates rather than keeping playing control freak, but also for Chappy-kun, who now often roams around the city alone, maintaining old routines.
