There was no trickery involved. The Navy awarded full ownership of the Walrus to Susumu and removed the obligation to have an Imperial among his staff. He was bound by the will and orders of the Imperial Admiral only when he flew the chrysanthemum banner and was otherwise considered a Mantis captain on a Mantis vessel.

"Unless he suddenly proves himself adequate, it will likely be passed to someone who won't struggle with it. The Explorers cannot afford its armed hand to be mismanaged and poorly commanded. It is not meant as a disrespect for your Clan, though. The Admiral has already shown much patience for a man he cannot put his confidence in."
