The Tortoise Docks are a sprawling area for maritime shipping, commerce, storage, processing and repairs. It is a very busy one for the island this small as most of the merchandise are re-exports from either side of the ocean. Located in the estuary of Puahu River, it is a much cleaner and safer place than the West Port, better governed in general. The militia is well paid to keep public order by both the governor and key stakeholders. Whoever wants to do business here must behave, else will be banned and barred from entry.
The heart of Los Muelles is Plaza de Contratacion where big business is done. But there is also Plaza de Diversidad, teeming with workshops large and small, its centre occupied by a lively market, though with less flamboyance and more practicality than the Hoof in Little Aqahba - this is where crews resupply before setting sail.
Torre Oriental, the harbourmaster's tower serving also as a small lighthouse, guards entry to the estuary. A small unit of the so-called Tercio Colonial under captain Goncalo da Silva guard this strategic chokepoint. There is a thick chain lying at the bottom of the estuary that can be pulled up from here and block access to the port by any invading force.
